Lane of street blocked off during widening of a barrier-separated bus lane, to accommodate bicyclists, as advocated by the MDB (Mouvement de la Défence de la Bicyclette, now with the same initials but a more politically centrist name, Mieux se Déplacer à Bicyclette -- Getting Around Better by Bike). You can see the trace of the old barrier in the photo.
