Some installations in Portland place a bike lane to the left of a right-turn lane, with a merging area. This practice is consistent with the normal roles of the road, which require right-turning traffic to merge to the right of through traffic or else wait behind. More common practice in Portland has been to stripe bike lanes to the right of right-turning traffic.
