This forces motor trafrfic to turn right. Bicyclists may pass through the opening at the center, the equivalent of making a left turn -- that's why Bert is signaling. For a bicyclist ciming from the left in the photo, it is the equivalent of entering a street (after passing through the barrier) and then turning left. In either case, it is necessary to cross a lane of traffic in order to continue straight, and the bicyclist must yield to two lanes of through traffic, in opposite directions, that are diverted -- note double yellow line in street.
