29th Street is one-way left to right, so there is no left-turn pocket. The bicyclists waiting for the signal are field trip participants Steve Faust (in yellow) and Lynette Chiang. Other bicyclists are in the waiting area for right turns past the end of the concrete barrier. Question: may they make a right turn on red legally to wait there, continuing across 9th Avenue when the signal for the cross street is green? Ordinary right turns on red are unlawful at all but 5 intersections in Manhattan, but here, the only conflict is with crossing pedestrians -- no same-direction pedestrians.
