Question: may they make a right turn on red legally to wait there, continuing across 9th Avenue when the signal for the cross street is green? Ordinary right turns on red are unlawful at all but 5 intersections in Manhattan, but here, the only conflict is with crossing pedestrians -- no same-direction pedestrians.
