Road users have limited time and attention to give to signs. But on the other hand, unusual road layouts have to be explained by signs. The clutter of signs here -- many of them difficult to read at a distance -- highlights these conflicting requirements. The red sign in the distance at the left reads "snow route, no standing during emergency, vehicles towed", and the green sign underneath reads "(bicycle route to) Manhattan Bridge".
