Walk bike?
This view of the Hines Bridge is from the north. The Chain Bridge is visible in the background. The only "walk bikes" sign at this end of the Hines bridge is on the left side where it would not be seen by a bicyclist riding correctly on the right side of the roadway. The Hines bridge is slated for reconstruction very soon as of this writing in the summer of 2009, see newspaper article. Whether bicycle access will be improved, I don't know, but that is somewhat of a moot question, as the Chain Bridge has been reconstructed fairly recently and bicycle access to it was not improved. The roadway surface, however, might easily be improved to eliminate the grid-deck hazard, and the speed limit might be reduced.
