Median cut-through

A route for through bicycle traffic can exclude through motor traffic by the use of a median with cut-throughs wide enough for bicycles but not motor traffic. However, at this one, at SE Harrison Street and 20th Avenue in Portland, the cut-throughs are aligned with the sidewalks, way to the right of the best position for bicyclists' through travel. If, when approaching the intersection, bicyclists merge to the left of the right-turning motor traffic, they must either cut diagonally across, merging partway into the path of the motor traffic again, or go straight out to the median, turn right and then turn left.
The cut-throughs appear to have been designed in the first instance for wheelchair access -- though there are no crosswalk markings at this intersection. However, the alignment of the cut-throughs also strongly suggests that bicyclists should always keep to the right of right-turning motor traffic. That assumption is consistent with the design of many other bicycle facilities in Portland.
