Don't walk, but...?
The pedestrian signal indicates "don't walk" but the signal for bicyclists has gone dark. This is the default condition when the bicyclist or pedestrian button has not been pushed. Bicyclists may, then, apparently lawfully cross the intersection when the signal is dark. As there is no sign prohibiting right turns on red, both bicyclists and motorists may do that. As the signal which is now dark is only for bicyclists, motorists may apparently cross the intersection lawfully at any time after stopping at the stop sign, even when the signal is red. A right-turning motorist most likely will pass to the left of a bicyclist who has stopped at the curb to push the button.

A HAWK signal is typically used for a crosswalk; there is a good description of HAWK signals online. Confusion arises in this Portland installation, where the crossing is a street -- and different rules apply to bicyclists and motorists. A person unfamiliar with this installation may simply assume that the signal is broken.
