This sign, a bit farther up the bridge, says only to walk bicycles, not to walk them on the sidewalk. But, by a process of logical inference, and with an understanding of the traffic law, it is possible to determine that bicyclists are being instructed to walk on the sidewalk.
Thought experiment: devise signs with explicit, clear meanings that also conform to the law, directing bicyclists to ride with traffic on the roadway or to walk in either direction on the sidewalk. Indicate changes in the law, if necessary, and discuss possible infrastructure improvements (hints: grid deck improvements, wayfinding signs).
