Wrong way

Now we are looking south, same direction as before, but on the east side of the bridge -- note same speed-limit sign in the median as in the previous photo. The "wrong way" sign is superfluous for motorists -- they could not enter the highway here. Bicyclists, too, would have to be riding opposite traffic for a considerable distance to reach this point. By inference, bicyclists are prohibited here only from riding against traffic -- the law everywhere -- and not from riding with traffic on the roadway. Does the "wrong way" sign, then, apply to the sidewalk? Also note the sign in the background just below and to the right of the "wrong way" sign...see next picture.
