Thanks to the construction, there is a de facto right turn lane to the right of the bike lane. The vehicle waiting to turn has merged to the right of the bike lane, avoiding conflict with through bicycle traffic. The striping to the right of the bike lane is solid; the usual striping would be dashed to indicate that motorists may merge across the bike lane. The bike lane shifts to the right in the intersection, delineated by dashed lines with chevrons between them, and becomes a "cycle track" behind parked cars at the start of the next block.
