This cluster of signs announces the start of the cycle track. A white legend on a red background for a regulatory sign is standard for extra emphasis, though unusual. The "no stopping" text can be misinterpreted to mean that bicycles are prohibited from stopping. Bike route signs are generally white on a green background, though white on black is permitted.
