The bicyclist in the photo does not buy the scheme, but does not use the shoulder, which is designated for opposite-direction traffic -- so, he rides in a narrow channel between the curb and posts. He is moving (blurred in photo) on the right of a van stopped for a red light out of the picture to the right.
