Speed humps are one measure that Portland uses to discourage motorists from using bicycle boulevards for through travel, and to slow motor traffic by making higher speeds uncomfortable or even damaging the vehicle. The markings here are not the standard ones in the Manual on Uniform Traffic Control Devices and are less conspicuous. Figure. 3B.29 in the Manual shows larger images of the standard markings.
Speed humps, unlike old-fashioned, narrow speed bumps, do not pose a significant hazard for bicyclists. However, this one and others in Portland have an abrupt transition from the level roadway, causing some discomfort for bicyclists. The preferred design has a profile with a gradual transition from the level roadway to the incline at the start of the speed hump.
